PENNSYLVANIA, USA — Registered Pennsylvania voters can apply for, complete, and submit their mail-in or absentee ballots in one visit to their county elections office before election day.
Before you head out to cast your early ballot, here's what you need to know about on-demand mail voting.
What is on-demand mail ballot voting?
With on-demand voting, voters do not need to mail in their ballot. However, on-demand mail ballot voting is only available once the county's ballots are ready.
Where can I vote in person by mail ballot?
Registered voters may only vote in person by mail ballot at their county elections office or other officially designated location.
Some county elections offices have reported long wait times for on-demand mail ballot voting. It's best to contact your local office before heading out to see how long wait times are.
The deadline to request a ballot in person is 5p.m. on October 29, 2024.
Voters can drop off their ballot until 8 p.m. on Election Day.
Do I need to bring my ID?
Voters need their PennDOT ID number or the last 4 digits of their Social Security Number in order to request an mail-in or absentee ballot in person.

- October 29, 2024 is the last day to vote in person by mail ballot.
- November 5, 2024 is Election Day.

Step by step on demand voting instructions:
- Voters need to submit a completed mail-in or absentee ballot application at your county election office or other designated location.
- Your application will then be verified and processed which could take a few minutes.
- You will then receive your ballot.
- Voters can then begin marking their ballot.
- Once your ballot is complete, you will seal it in a yellow envelope that says "Official Election Ballot." Make sure not to write on or damage the yellow envelope. Your ballot must be enclosed and sealed in the yellow inner secrecy envelope or it will not be counted.
- You will then seal your yellow envelope inside the outer return envelope.
- Be sure to complete, sign, and date the declaration on the outside of the outer return envelope. The date should be the date you fill out the declaration. If you do not sign and date the outer return envelope, your ballot will not be counted.
- Hand in your ballot.
Remember: If you return your voted mail-in or absentee ballot, then you cannot vote at your polling place on Election Day.
