The coroner says Richmond was on his way to the high school's prom, held at Kalahari Resorts when it happened.

It is unclear why Richmond was not in a vehicle at the time of the crash.

The deadly crash remains under investigation by Pennsylvania State Police Stroudsburg as well as the Monroe County Coroner's Office.
