DA discusses arrests, violence in Lycoming County

One day after four people were arrested in a double-murder investigation, the district attorney vowed to deal with the problem of violence in the Williamsport area.

WILLIAMSPORT, Pa. — Officials in Lycoming County are addressing the problem of violence one day after four people were arrested in a murder investigation.

Lycoming County District Attorney Tom Marino says investigators have worked on this case tirelessly since Alisha Seese and Ronald Dailey were shot and killed on January 12.

Sandy Perez, Randall Johnson, Muhammad Davis, and Troy Bailey were all arrested Monday and charged for their roles in the deaths of Seese and Dailey in January.

Police say Seese and Dailey, both 37, were found shot to death on Terrace Place in Williamsport. The two worked in security and were leaving Lycoming Engines at the time.

"So, you know now, and as you've seen in the past, if you watch TV or read the newspapers, violence is at an all-time high, not only in Lycoming County but across the country. And my team is ready to take on this task, and they will carry out putting these criminals behind bars," Marino said.

Bailey and Davis both face homicide and kidnapping charges.

Perez is accused of getting rid of the gun.

Johnson is a security supervisor at Lycoming Engines, and he is accused of giving Bailey Alisha Seese's work schedule.

Marino listed the charges against each suspect and thanked the investigators for their work.

"These people are like a bulldog with a bone in their mouth. They're not going to let go of it," Marino said.

Police officials and the Williamsport mayor also discussed crime in Lycoming County, as there are currently ten active homicide cases in the county. 

"If you commit crimes here in Williamsport and Lycoming County, we will work tirelessly until arrests are made and alleged actors are prosecuted," said Williamsport Mayor Derek Slaughter.

Family and friends of Alisha Seese and Ronald Dailey were at the news conference and, at times, were emotional listening to Marino discuss the case. Marino says the case could end up involving the death penalty.

"I promise you with every fiber in my body I will do whatever I can to make sure the double homicide people are prosecuted and convicted," Marino said.

Marino talked about Saturday's shooting, where 15-year-old Ahmeen Palmer was killed. Officials believe that the shooting was gang-related and say there are suspects in the case.
