General manager of Luzerne County tow company accused of stealing half-million dollars over several years

Accused of skimming off towing bills and misusing company credit cards

WILKES-BARRE, Pa. — A long-time employee of a Luzerne County towing business stole more than $500,000 from his employer, WIlkes-Barre police said.

Michael Cicon, 56, of Wyoming, skimmed cash off the top of Falzone Towing Service bills and misused company credit cards from January, 2020, through this year, city detectives James Fisher, Michael McGrath and James Noone charged in a criminal complaint. Cicon worked as general manager of the business for years.

Cicon gave the business's accounting department invoices that were often hundreds of dollars lower than what customers had actually paid in cash, police said. Investigators used informants in two undercover stings earlier this year. On both occasions, Cicon turned in less money than what he charged.

The thefts added up, police said. Search warrants conducted at Cicon’s home turned up more than $500,000 in cash believed stolen from Falzone Towing Service.

They found the bills in bins, in clothing and in a safe. The police found more than $10,000 wrapped in Falzone Towing Service receipts, according to an affidavit. 

Employees at the towing service declined to comment Tuesday, citing the ongoing investigation.

Cicon is charged with several theft-related felony and misdemeanor crimes. A judge released  him on $175,000 unsecured bail and tentatively set a preliminary hearing for June 12.

Attempts to reach Cicon were unsuccessful. Court records do not show he has an attorney.
