Flash flooding woes in Luzerne County

Officials were worried about small creeks and streams overflowing with this storm, and that's exactly what happened.

LUZERNE COUNTY, Pa. — "It's totally water. Like a lake. This isn't a lake this is a creek." 

Toby creek causing another round of frustration, for owner Lori Leggio- as the Italian restaurant along Memorial Highway was hit by flooding as Tropical Depression Debbie moved through

"This isn't normal I'm here 15 years and last year was the first year that ever happened." said Leggio. 

Now it's twice in one year, 11 months to the day, since the restaurant was ravaged by flooding back in September.

"You can only take a hit so many times." she said. 

Homeowners in Wilkes Barre also taking a hit.

Traffic along Blackman Street was detoured as the road between New Fredrick and Hazle streets was closed off.

Solomon Creek rising up and causing a headache for those who live there.

"It's been a couple years since we had any water, probably about 7 but it has happened about 6 or 7 times where we got 3, 3.5 feet. And it's not good for my furnace or my hot water heater." said Rob Rushkowski. 

 Rushkowski has lived along Blackman Street for nearly 40 years, and says flooding here is a persistent problem. 

"It's been doing this as far as I know for the past 38 years, and I think before that it's been doing it. I don't know what the fix is, you can't take the creek away." he said. 

While the worst of Debbie has passed here in Luzerne County, now begins the clean-up phase for many homes and businesses in the area.
