WILKES-BARRE, Pa. — The Commission on Economic Opportunity (CEO) in Wilkes-Barre goes by the motto "people helping people." The organization is getting ready to launch a new program to help families pay utility and heating bills.
"You have families that are choosing between paying their gas bill, purchasing medicine, paying the electric bill, or buying food," said CEO's executive director Jennifer Warabak.
Warabak tells Newswatch 16 there is a list of requirements to be eligible. CEO structured this program to reach moderate-income families who may not qualify for state and federal assistance like LIHEAP.
"You don't have to have a shut-off notice. You don't need to be out of fuel. This program is solely to help households who may be struggling a little. Winter bills are exorbitant at this point," Warabak said.
Luzerne County Council provided CEO with $2.5 million in American Rescue Plan Act (ARPA) funds for the program.
"This program is almost an anomaly simply because the income is higher than some of our other programs are, and it gives these families the opportunity to get some type of relief when normally they would not be eligible for something."
Warabak says she expects the funding to be used up quickly. The organization says that based on census data, the money is expected to help 7,700 families in Luzerne County.
"It is a one-time grant of $290 that is issued directly to the heating or utility company of the applicant's choice," Warabak explained.
