SCRANTON, Pa. — The Electric City was transformed into the chocolate city for an event on Friday night.
United Neighborhood Centers held its 16th annual 'Chocolate and Wine Frolic' Friday night from 5 to 7 p.m. along North Washington Avenue in downtown Scranton.
At the Willy Wonka-inspired bash, more than 20 local businesses shared samples of wine, chocolate, and other treats.
