WILLIAMSPORT -- Police in Williamsport arrested a man they say is responsible for shooting a man overnight.
Police said the shooting happened at a home on the 2700 block of West Fourth Street just after midnight.
William Stroud was arrested around 5 a.m. outside City Hall without incident, according to police.
Investigators said they found the victim, Warren Wartman, on the porch roof with gunshot wounds. According to court papers, Wartman was attempting to get away from the shooter. Firefighters used a ladder truck to get him down so he could be treated at the hospital.
On Monday, police say Stroud broke into the same home, pulled out a gun and assaulted his ex-girlfriend who lives in the home. She was not hurt after Stroud allegedly fired at her early Thursday.
Stroud is locked up at the Lycoming County Prison facing attempted homicide charges.
By noon Thursday, Wartman was listed in serious condition at Geisinger Medical Center near Danville.
