SCRANTON, Pa. — Police are on scene at a incident in Scranton Sunday morning. Police have staged on South Irving Avenue. Scranton police and Lackawanna County’s SWAT team were on scene. Police have closed parts of East Elm Street between Stafford Avenue and Crown Avenue.
