SCRANTON -- Lackawanna County Commissioners Pat O'Malley and Laureen Cummings held a news conference Thursday to announce a judge has ruled against a lawsuit brought by Commissioner Jerry Notarianni.

According to the lawsuit, Commissioner Notarianni was kept out of making important decisions like choosing a chief of staff and choosing a solicitor.

Notarianni says Cummings and O'Malley signed off on a chief of staff they liked and O'Malley and former commissioner Ed Staback picked John Brazil as solicitor.

Notarianni said both decisions required public hearings and input from all current commissioners.

Notarianni was seeking relief in what he claimed were "lame duck" appointments made by the commissioners and claimed they violated the sunshine law and Home Rule charter.

The lawsuit asked the judge to void those appointments. The judge denied that request.
