WILLIAMSPORT -- On the eve of her 56th birthday, a woman in Williamsport was shot to death while she was leaving the home of relatives. Police say she was in the wrong place at the wrong time.

Now, police in Williamsport say they have the man who shot and killed Carolyn Barr last year in the city.

The victim's family has been waiting months for someone to be charged.

Police led Knowledge Frierson into the Lycoming County Courthouse Monday for his arraignment on charges including criminal homicide.

According to court papers, Frierson shot and killed 55-year-old Carolyn Barr last October outside her nephew's home on Brandon Avenue.

Karina Washington is engaged to Barr’s nephew. She was there the night of the shooting.

"Such a good feeling. At the same time, it's so sad," Washington said. "I think about her every day."

Police say just before she was shot, Barr had driven Washington home from work because someone suspicious had been hanging around the place on Brandon Avenue.

"I told her to go straight home and call me as soon as she gets there. She didn't make it off my steps,” said Washington.

Barr's nephew walked her outside to her car. That's when someone outside the home started shooting. Barr was hit and killed. Her nephew returned fire. Police then found a wounded man later identified as Frierson just down the road.

"Justice needed to be served, and it's a shame that he threw his life away for whatever he did. It wasn't worth it," Washington said.

According to court papers, Barr's nephew admitted to selling drugs out of his home and was known to have money in his house, but he did not know Frierson.

"It's still unclear. We don't have answers and this young man has all the answers and I hope he can at least tell us why he broke a family,” said Washington.

The charges against Frierson include criminal homicide and aggravated assault.

He's locked up in Lycoming County without bail.
