WILLIAMSPORT -- A shooting victim in Williamsport may have been at the wrong place at the wrong time. The woman died shortly after being shot Tuesday night.

Wednesday would have been Carolyn Barr’s 56th birthday. Police in Williamsport say the woman from the Newberry section of the city was headed to her car Tuesday night when she was shot.

Investigators in Williamsport were back out on Brandon Avenue questioning neighbors after a deadly shooting on the street.

"It was two gun shots then, 'boom, boom, boom, boom, boom,' afterwards," said Brett Scott.

The bright lights of police vehicles lit up the street. Neighbors including Brett Scott couldn't sleep.

"We stepped out and we went down there. There was a lady sitting on the ground. The mother come running out and said, 'that's my sister,'" said Scott.

According to investigators, Barr walked out of the house shortly before 10 p.m. and was headed to her car when she was shot. She died later at the hospital.

Police say a 22-year-old man wanted on parole violations was also shot. He was found down the road and flown to the hospital. Officers are looking for a third person who was also involved.

"It keeps happening around town here. It's really starting to be a bad place," said Susan Ring.

We also spoke with some neighbors off camera. One woman told us she heard the shots looked outside and saw a woman lying on the street. She says it's the same woman she used to play bingo with every week.

"She was very nice and very bubbly. She was just out to play bingo," said Ring.

Police believe Barr was not the intended target. Neighbors and people who knew Barr agree.

"Very, very sad. You know I truly think she was just in the wrong place at the wrong time," said Ring.

So far no one has been charged in connection with the deadly shooting on Brandon Avenue in Williamsport.
