WILLIAMSPORT -- Police in Williamsport charged Dustan Paulhamus for carrying a gun without a permit after the deadly shooting in Williamsport on Tuesday.

Now friends of the victim want to know why he wasn't charged with more.

Police said the investigation into Tuesday's deadly shooting is still going on. That means police are still asking questions and more charges may not be filed until they know the entire story.

"All the decisions were made because we don't want to rush the judgment. Right now we are looking obviously as in any investigation is, is for the truth,” said Agent Raymond Kontz.

Police in Williamsport work to find the truth after two people were shot at this housing complex in the Newberry section of the city.

Police say Chaz Sawyer, 18, from Williamsport was killed.

"He was at the wrong place at the wrong time trying to help a friend," said a friend of the victim.

"He was so sweet and nice and like there was never a dull moment with him," said Angel Fowler.

Friends shared memories at a makeshift memorial in Newberry Estates where there are dozens of t-shirts, candles, and a can of beans.

"I made a can. It's a bean can because he called everybody bean head," said Bruce Kane.

"Rest in peace, bro. You are always going to be safe up there watching over us," said Ashley Kane.

Hours after the shooting, Newswatch 16 was there as Dustan Paulhamus, 20, walked out of his arraignment at Williamsport City Hall. Police have charged Paulhamus with carrying a gun without a permit. Court papers say a witness saw Paulhamus shoot two people inside the apartment at Newberry Estates.

"Dustan didn't seem like he was a bad person, but I will say Chaz did not deserve what happened to him,” said Dalton Sunderland.

After talking with police, friends of the victim say they expected more charges to be filed against Paulhamus.

"I feel like there should have been more justice and more doing at least he killed two well killed one person,” said Dallas Sunderland.

While Paulhamus is locked up on the gun charge agent Raymond Kontz says police are still looking into the shooting including the motive.

"We can always add more charges but once we determine what happened and how it happened is when that decision will be made." said Kontz.

Bail for Paulhamus has been set at $500,000. The victim who survived the shooting remains in the hospital.
