PORT CARBON, Pa. -- Three men, including a Port Carbon borough councilman, are reportedly facing charges after an ongoing investigation involving a 13-year-old boy.

Charles "Chuck" Joy is charged with sex assault, indecent exposure, and corruption of minors. Police say Joy victimized a boy.

"That's horrible. That's disgusting!" said Ricky Weiss of Port Carbon.

Joy, 59, is a councilman in Port Carbon and was once the borough's mayor.

According to police, Joy assaulted the same 13-year old boy who was allegedly sexually assaulted by music teacher Dale Schimpf.

Schimpf, 71, a teacher at Nativity BVM High School in Pottsville was arrested last month. Investigators believe he met the boy using the dating app Grindr.

"I've known him being as a good guy. I've always known him as a good guy," said Barb Gartner of Saint Clair. "I can't believe it. I'm really surprised at that. Really surprised."

According to investigators, two men other than Joy and Schimpf were also arrested and charged with sexually assaulting that boy after meeting him online.

"There's weird things happening around here anymore. You look at TV and you're like, 'Oh, my God!' You can't believe the stuff you're seeing!" said Cheryl Marks of Saint Clair.

Matthew Delgado and Brad Murphy, both of Tamaqua, are charged with having sexual encounters with the 13-year-old as well.

Joy remains behind bars. His bail has been set at $50,000.
