UNION TOWNSHIP, Pa. -- PennDOT now says a crane collapse in Union County was caused by operator error.
The crane was being used for a bridge project on Route 15 near Winfield when it crashed to the ground in August.
No one was hurt, but a large, metal beam blocked both lanes of Route 15, leading to detours for days.
