WILLIAMSPORT -- A day-long standoff in Williamsport ended with a man in custody.

Officers said he pointed a rifle at them Saturday morning, and holed up in his apartment ever since.

Police say they were called to the home on Light Street for a domestic dispute.

According to court papers, Evan Chapman strangled a woman who had been living with him. A witness told police she heard Chapman fire a gun, so she called 911.

When cops arrived, they saw Chapman open an attic window and pointed a rifle towards officers saying he was going to shoot.

Chapman then went outside on the porch, and according to arrest papers, asked officers to shoot him.

Police surrounded the home, and after 12 hours, police went inside and took Chapman into custody on the third floor.

Neighbors say this whole ordeal was scary.

"We have our spats of violence but usually never the SWAT teams in full force and yelling for extra backup, no," said Perry Hart of Williamsport.

Chapman is now facing charges including aggravated assault and terroristic threats. He's behind bars in Lycoming County and everything is back to normal in the neighborhood.
