TIOGA COUNTY — The governor has ordered all commonwealth flags in Lycoming County to fly at half-staff in honor of a PennDOT worker who was killed on the job.
Harold Whipple, 33, of Williamsport was killed in a chain-reaction crash last Wednesday on Route 15 in Tioga County.
In the same crash, a 39-year-old man from Turbotville was killed.
