BUFFALO TOWNSHIP -- For the second time, prosecutors have withdrawn homicide charges against a man accused of a deadly home invasion in Union County.
Herbert Tiebout of Sunbury was facing trial for the shooting death of a man near Mifflinburg back in 2012.
The district attorney said charges were withdrawn Monday morning after a key witness refused to testify.
That witness, Justin Richard, is serving up to 32 years in prison for the deadly home invasion in Union County.
