TOBYHANNA TOWNSHIP -- Most of the nearly two dozen dogs removed last week from a home in Monroe County will be available for adoption later this week.
The SPCA says 23 Chihuahua-mix dogs were found living in deplorable conditions at what is believed to be an abandoned property in Pocono Lake.
The owner surrendered them and the dogs are being cared for at the SPCA headquarters in Philadelphia.
