TOBYHANNA TOWNSHIP — The SPCA said officers removed 23 Chihuahua-mix dogs from a property in Pocono Lake in Monroe County.
Officers say they responded to a tip and found the property abandoned and the dogs living in feces.
The dogs were taken to the SPCA headquarters in Philadelphia to be checked out.
The SPCA said of the 23 dogs, four were puppies.
Authorities are investigating.
