WILKES-BARRE-- The SPCA removed two dead dogs from a home in Luzerne County.
Neighbors along Bowman Street in Wilkes-Barre told Newswatch 16 they had called authorities and the SPCA for more than a week complaining about the smell, noise, and expressing concern for the dogs.
Humane officers won't comment further except to say they are investigating.
