TOWANDA TOWNSHIP — The Department Of Public Welfare shut down a child care facility in Bradford County for gross incompetence, negligence and misconduct.

The ruling comes after a toddler managed to get out of the daycare and wandered onto a busy highway, Tuesday, at Barbara Douglas Child Care near Towanda.

The state ordered all children be removed from the facility effective 9 a.m. Friday.
