Sen. Barbara Boxer to Introduce Bill to End the Electoral College

WASHINGTON -- Retiring Democratic Sen. Barbara Boxer, who was an outspoken supporter of Hillary Clinton during the 2016 election, is set to introduce a Senate bill that aims to end the Electoral College.

Boxer announced in a statement on Tuesday that the bill, which she planned to introduce later Tuesday afternoon, would determine the winner of presidential elections by the outcome of the popular vote.

She cited President-elect Donald Trump's victory in the Electoral College despite Democratic nominee Hillary Clinton's apparent popular vote advantage.

"In my lifetime, I have seen two elections where the winner of the general election did not win the popular vote," Boxer said in a statement. "The Electoral College is an outdated, undemocratic system that does not reflect our modern society, and it needs to change immediately. Every American should be guaranteed that their vote counts."

"In 2012, Donald Trump tweeted, 'The electoral college is a disaster for a democracy,' " Boxer added. "I couldn't agree more. One person, one vote!"

According to CNN's election results as of Tuesday, Clinton won 61,329,657 votes and Trump won 60,530,867.

This is the fifth time in history that a nominee has won the popular vote but not the Electoral College. The same situation happened to Al Gore in 2000, when he lost to George W. Bush.

The actual likelihood of Boxer's bill passing is low. It's a proposed constitutional amendment, which would require passage not only by two-thirds majorities in the House and Senate, but then in three-quarters of states. A lame duck session and a Republican Congress will make it difficult to get such a bill through the legislative branch.

On Tuesday, Trump praised the Electoral College after previously criticizing the system. He said he could have won the popular vote if he campaigned differently.

Trump tweeted he would have won the populous states of Florida, New York and California if he had spent more time campaigning there.

    You know, this isn’t the first time this has been tried, if you actually go to the Electoral College’s webpage, it actually has a Q & A section that explains how there has been 700 previous attempts over the last 150+years in placing a bill that would change or eliminate the process as it is, but they never get enough support to be placed for a full house vote.

    This is one of those stupid bills that are nothing more than headline grabbing political BS for the left wing liberal media to feed on that is going nowhere and she knows it. First this has been tried 700 times and never passed. Second, the bill requires a vote of two thirds from both the House and the Senate. Now how far do you think that will go with both houses currently controlled by Republicans? Third, as a former commentator mentioned it was a brilliant design by the founding fathers to make the election more fair and give all states a participating chance and not just those with the most population. Fourth, there is no doubt in my mind that if Pres.-Elect Trump needed to he would have organized his campaign to get the popular votes he needed to win the White House. Boxer is with Dirty, dingy Harry Reed leaving the swamp before it gets drained. Don`t let the door hit you on your backsides. One final thought, if the electoral college were eliminated, the Democrats could finish their drive to open the open the borders to allow illegal immigrants as they have been doing for the past eight years with promises of amnesty and overwhelm the electoral process in favor of Democrats. I love it when an evil plan fails to come together. If you would like to see a liberal in action actually showing what they really are, that is people who take no responsibility for themselves but always blame others, look no further than the recent remarks of Clinton who blamed the Director of the FBI for her failed campaign instead of admitting the fact that if she never kept Email servers in her basement and played by State Dept. rules there would never have been an investigation in the first place, but then she would not be able to hide by deletion where she got all her campaign money.

    if you discount the estimated 3 million votes from Illegal Aliens for Killary, Trump wins the popular vote. those came from large crime ridden cities where the Dems rule.

    It works as it was designed by brilliant people.
    I like the analogy of the election and the world series.. The series winner is based on the outcome of the smaller games. You can have a team have a higher total number of runs and still not win the series. The election is the outcome of 51 smaller elections. Since we are a “Republic” not a “Democracy”, majority doesn’t always win.

    Of course the Democrats want to end the electoral college, then there will never be a Republican President ever again. The cities will determine every president and guess what party they lean towards? There’s way too much voter fraud for this to be a fair system either, how many votes did Hillary receive from illegals, dead people, rigged machines and any other person who managed to vote more than once.

        You’re missing the point Carlea, the majority of the states voted Republican but if we had it based on the popular vote like you want the cities would decide who wins every election. Both systems have their faults but the electoral college is still the most fair. If you want to live in a country where the same party rules forever I suggest moving to North Korea, your candidate wins every time!

      check your facts frank. this system has only ever benefitted the republicans. of the 5 times this has happened in history, republicans came out the winner. the problem isn’t that the democrat lost and the republican won that has people upset, its the fact that the popular vote was clearly won by Clinton. every vote does NOT count under this system.

    Isn’t part of the reason we have electoral college is so that not a Democrat or Republican can hold the power for too long? It’s bad enough we had to suffer the last 8 yrs with a Democrat and clinton supporters want us to suffer another 4 yrs.

    This will never get passed. They need to be more productive in something else that will benefit all americans. Like cut down the amount of time someone spends on death row, dont allow criminals like that to live 20 more yrs.

    And yeah I don’t think they counted all the military absentee votes yet.

    Thank God our founding fathers had the smarts to realize at the time, the the populated areas would run rough shod , and out vote the smaller states…back then your populated areas where NYC, Boston, Philly, and they would have dictated to the country back then policies, and things just because of the sheer amount of people living in them, and the less populated areas would have their votes squashed………
    Boxer is just a sore loser , tell her to go eff herself………all democrats are sore losers…..

    Wasn’t it revealed that over 3 million illegals voted? No one is discussing the vote flipping that took place in PA, that still need to be investigated regardless of Trump winning, and then there is all the massive amount of fraud voting where people vote multiple times, the dead vote, goldfish vote. When and if those numbers are revealed to us do you still think Hillary will have popular vote? Not to mention didn’t they leave out the military vote too? I don’t believe for a second that she really got popular vote.

      No It Doesn’t, I Changed From Blue To Red JUST to Vote in the Primary. I grew up in a Dem home, I always voted Dem for Every Election. My 96 year old Neighbor who is still living like shes in her 60’s has always been a Dem and this election is the FIRST time she did not Vote Dem. Now, she didn’t vote in the Primary because she did not want to change to Red, but in the actual Election she voted for Trump. These are the SILENT VOTERS that he spoke of. 96 years old and her secret of who she was voting for was revealed AFTER she voted. Boy was she proud.
      Obama did nothing but turn the clocks back to harsh times that we as a Country already fought through.
      The only folks that are terrified of their futures are the ones that shouldn’t be here, so they should be afraid. Migrate here, but do it legally..thats all we ask..Follow Proper Procedure.
      The College is NEEDED, and our founding fathers knew that.

Now that Hillary lost the election, those same people are crying. “It’s not fair tho” and protesting, demanding free this and that, Chanting “Trumps not my President”, Need Safe Spaces, and coloring books at ages 18-21 etc. In every Major war in history we had 17-21 year olds fighting for freedom. These kids didn’t know if they were ever going to see home ever again, and some didn’t. they died for our country and freedom evading POW Camps, dodging bullets, getting blown up by IEDs, but our number one concern in this country right now is that word hurt now… “I have feelings, and I need a safe space to cry”.. Suck it up and Stop contributing to this madness. He played by the rules and won, get over it.

      I believe that was Bush who signed the No Child Left Behind Act…We NEED to go back to having “try outs” and yes, not everyone gets a trophy. Some kids just really suck at what you are making them do, try something else. Not everyone is going to the NFL or MLB. Kids do not need to be out playing baseball till 9:30 at night 5 days a week. Sorry, but maybe your kid is just not good enough to play this sport and that is why he is not playing in the game. So instead of trying to make him fit in by being on the team, search for something he or she MAY actually be good at.

      republicans did the same thing to Obama….did you forget those protests? and he won both popular and electoral votes. trump was not the people’s choice. as for saying people don’t have a right to be scared, there are states where the kkk is celebrating this election. the amount of hate and division this election has created in this country is ridiculous. there are schools where teachers are telling kids that their parents are going to be deported (I know this to be true because it happened to a friends child.) a lot of the protesters are probably people that didn’t vote or voted for the independent candidates but republicans are taking to social meeting calling democrats cry babies and making comments about democrats. they are doing exactly what trump has done, making hateful comments about a group of people. this country is nation that would not exist if it weren’t for immigrants HATE BEGETS HATE…no matter what side you are on.

    That electoral college saved the country this election. With popular vote alone, the deck is stacked.

    Mass population alone in the welfare centers if LA, NYC, Philly, Chicago and etc., should not be able to determine the overall direction of the nation. That’s what will happen if the electoral college is abolished.
