Brown said she had been chained by the neck inside the container, and said she was given food regularly.

Brown went missing with her boyfriend,  32-year-old Charlie Carver, also of Anderson County.  Investigators are still looking for Carver.

Police arrested 45-year-old Todd Kohlhepp, the registered owner of the Wofford Road property where Brown was found, and took him to a nearby detention center.

Kohlhepp, a registered sex offender, was convicted of a kidnapping in Arizona when he was 16 years old, according to South Carolina officials.

Charges are pending.

Brown is being evaluated at an area medical facility, according to Wright.

I hope these alleged legal complications for the boyfriend, don’t inhibit his ability to vote for Hillary on Tuesday.

It appears that registered sex offenders have free reign out there, without any supervision or restrictions. So what is the purpose of them being so called “registered” sex offenders. The legal system fails to protect people against sexual and violent predators. Period!!!

Sex offenders are not able to be rehabilitated. They need a life sentence on their first offense so they won’t be released to prey on other victims.
