WILLIAMSPORT -- Williamsport's new chief of police was sworn in Monday morning.
David Young became the city's 38th police chief.
His wife and children were there to pin on his badges.
Chief Young says he plans to be active in the community and said his priority is to be proactive against heroin usage.
