HARVEYS LAKE -- Police in Luzerne County have made an arrest in a hit and run at Harveys Lake that injured a man on a bicycle.  Gregory Strazdus, 47 from Dallas, was arraigned Sunday morning in Plains Township. Strazdus is charged with assault and related crimes.

Police said Strazdus hit Kurt Manganella, 52, from Dallas who was riding a bicycle along Lakeside Drive Wednesday evening and then took off.  The victim was taken to the hospital with several broken bones.

According to paperwork filed by police, Strazdus told them he hit a mailbox, and he didn't know anyone was hurt.

This isn't the first time something like this has happened along Lakeside Drive. Last June, triathlete Paula Jones was killed jogging along the same road when a suspected drunk driver hit her.

The Harveys Lake Police Chief told Newswatch16 the speed limit on Lakeside Drive is already planned to go down next month from 35 mph to 30 mph to help slow down drivers.

Roxy Moses won't mess around with drivers on the narrow road, so she wears the brightest vest she could find when she walks her dog four times a day.

But she's optimistic that a lower speed limit could help.

"I think it's going to be wonderful if they enforce it," said Moses.

"I think it's a great idea," added Robin Fillmore. "My concern is that people don't follow the speed limit as it is."

As for the victim, Kurt Manganella, Newswatch16 had a chance to talk with his wife earlier who referred us to their lawyer. But she did say her husband is feeling a little bit better even with several broken bones.
