SCRANTON -- About a dozen tenants forced out by a huge water main break in Scranton where the water froze on everything are back in their homes.
On Thursday, a 12-inch main along East Market Street broke open.
For three hours, water was gushing into the air and froze on everything from wires to homes to vehicles.
The people affected were able to return to their apartments in Scranton Friday afternoon.
