EAST PENN TOWNSHIP – Neighbors who live near a house in Carbon County where more than 50 dogs were confiscated last week believe the owner should be held responsible once and for all.

We learned on Monday that it is not the first time the owners had animals removed from their property.

Neighbors say Nancy Bullard of East Penn Township had dozens of dogs taken from her property not just once, but twice in the past few years.

Old cars, animal crates, debris and dozens of feral cats. This property outside Bowmanstown is where officials rescued more than 50 dogs just last week.

Neighbors say Nancy Bullard lives there with her husband.

"I guess in this town you can live any way you want because they don't really seem to care,” said neighbor Ron Kowalsky.

More than 50 yorkies were taken from Bullard’s home to area shelters last week -- many flea-ridden with serious skin issues.

No one answered when we knocked on the door. Dozens of cats were the only ones greeting us.

According to investigators, Bullard had more than 30 dogs taken from her before. She was charged with animal cruelty in 2013.

"So what's going to stop them if they don't pay a fine or they should charge them both and put a lien on the property, make them pay for the bill,” said Kowalsky.

Neighbors in East Penn Township say they weren't just upset by the number of animals being kept on this property. They also couldn't stand the smell.

"Just the smell of dog crap, it's been really strong-smelling,” said neighbor Larry Eck.

Eck says the smell was from Bullard’s husband burning dog feces.

Now Eck hopes officers can keep his neighbor from hoarding animals again.

"To have that many dogs and you know you can't take care of dogs like that,” said Eck.

Officials are planning to file animal cruelty charges against Bullard, but as of Monday those charges had yet to be filed.
