WILKES-BARRE -- It looks like there will be no layoffs of Luzerne County workers right before Christmas.

Last week, council voted to approve the borrowing plan.

Late Monday afternoon, a county judge said the county can borrow $20 million to prevent a partial shutdown of county government.

The loan is needed to keep Luzerne County running in part because of the lack of a state budget.
