SCRANTON -- Police accused Karra Ellis, 38, of endangering her own three-week-old daughter last month.
Investigators say Ellis admitted she was under the influence of drugs and alcohol when the baby got hurt.
According to officers, Ellis blacked out the night her baby fell off a bed and fractured her skull.
She is charged with reckless endangerment and endangering the welfare of a child.
