WILLIAMSPORT -- Camera phone video shows Freddie Gray being pulled towards a Baltimore police van, but what really happened when the cameras turn off?

"A man died in police custody that's the proof that you need. He didn't kill himself," said a woman from Loyalsock Township.

"During the transport procedure they are kicking out, laying down the seat, kicking windows out of the car, or trying to spit through the divider. We aren't dealing with happy people," said Captain Michael Orwig.

What if there were cameras there to catch every moment while a police officer was on duty? Captain Michael Orwig looked at different body cameras online inside the police department in Williamsport.

"If a member of the public knew I was recording them they might act a little bit different towards police,” said Orwig.

Police departments across the country can now apply for a federal grant to help pay for body cameras. It's part of a 20 million dollar federal pilot program.

"You see cities being burnt down, rioting, looting. So, yea it is troubling," said Orwig.

Officers here in Williamsport say they would consider those cameras as long as they could also record audio.

"You need that audio that you're hearing to have people understand why you may have acted a certain way," said Orwig.

In Pennsylvania you cannot record audio without a person's knowledge. Some like Karen Poust wouldn't mind officers recording both video and audio.

"Yea, I believe it should because that way the information gets out sooner whether its right or wrong on either side," said Poust.
