STROUDSBURG -- We turn our attention to those working long days outside in these cold temperatures this week as the temperatures dip into the single digits and the wind chills are in the negative numbers.

For 18 years, Sean Russell has delivered mail in all kinds of conditions. He's prepared for this week's the frigid temperatures in Stroudsburg.

"I got on at least four layers, I got on two jackets, I got on a vest, a hoodie, t-shirt, I have on my regular uniform pants and the over pants and I feel like I'm summer time underneath this," said Russell.

Russell says he'll be outside for at least seven hours delivering mail to homes and businesses.

"It`s just like another day for me, I love it.  I feel like I'm out here by myself," said Russell.

Some contractors arrived on North Fifth Street in the wee hours of the morning to repair power lines.  They're keeping warm with layers while they restore power to homes close by.

One thermometer was reading probably the warmest you will see all day. A chilly 23 degrees, but the cold temperatures won`t keep many workers off the streets here in the Stroudsburg area.

"We'll be out when you least expect it so feed that meter," said Walt Phillips, a parking enforcement officer in Stroudsburg.

Phillips walks the streets of Stroudsburg, checking for expired meters, and writing tickets, not even wearing gloves!

He says these chilly temperatures are no match for last January's polar vortex.

But if his fingers get a little frozen, "They'll let us take extra breaks if we need to, to get out of the cold if it`s that bad, but it`s really not that bad out.  I don`t really feel the cold like normal people do," said Phillips.

This guy doesn't mind the 'dog-gone' cold temps either - Oden , who's part Husky, has been out playing in the snow - making his owner bundle up and brave the cold every few hours.

"We keep it short.  Probably 10, 15 minutes and then we go back in again," said Christopher McCabe.

Temperatures in Stroudsburg are expected to be just above zero this evening with another cold day on the way Thursday.
