WILKES-BARRE -- A federal jury convicted a man from Monroe County on nearly two dozen wire and bank fraud charges Monday.

Richard Harley of Marshalls Creek defrauded investors and tried to defraud banks claiming he owned oil in Texas worth millions of dollars.

As a result of the fraud, investors lost approximately $323,800.

Harley was previously convicted of mail and wire fraud and sentenced to five years’ imprisonment in 2001 for a scheme that defrauded patients and investors relating to a fraudulent treatment he claimed cured AIDS.

The jury verdict in the latest case relates to activities that occurred after Harley was released from federal prison.

Harley faces up to 30 years in prison on each wire fraud and bank fraud charge.
