NORTH MANHEIM TOWNSHIP -- Officials with Hillside SPCA in Schuylkill County said 17 dogs and four cats were surrendered to them by their owner.
Workers with the SPCA said the animals are in good shape and will soon be available for adoption.
Officials said the owner just couldn't care for the animals any more and they will not file any charges.
