POTTSVILLE -- A man accused of phoning in threats to the Schuylkill County Courthouse allegedly did it to avoid paying fines.
Investigators say Todd Dohner of Pine Grove identified himself as a terrorist and threatened to open fire at a school if the courthouse did not shut down by noon on Friday.
Police say he threatened violence at schools so officials would take his threats more seriously and he wouldn't have to pay his fines.
He's locked up in Schuylkill County.
