PINE GROVE -- Police believe Todd Dohner, 48, of Pine Grove called in threats to the Schuylkill County Courthouse on Friday.
Investigators say he left two voice mails saying if the courthouse wasn't closed by noon, he and his terrorist group would shoot kids at a school.
As a precaution the courthouse closed and every school in Schuylkill County was either on lockdown or had extra security measures.
Police say Dohner admitted to making those threatening phone calls from his home on Mountain Road in Pine Grove.
People who live nearby say they were surprised to hear that Dohner was allegedly behind the threats.
"Knowing who it is, I know he wasn't no harm to anybody really. It just makes you think. I think I'm going to go visit my neighbors now," Said Gary Aungst of Pine Grove.
Neighbors say Dohner uses an oxygen tank to help him breathe and that ambulances regularly visit his mobile home.
Some say they don't believe that Dohner would have actually followed through on the threat.
"I didn't think that he was the one who would do anything like that," said Harriet Strouphauar of Pine Grove.
Many of Dohner's neighbors say they've never seen him leave his front porch. Newswatch 16 also spoke with someone who went to high school with Dohner. She lives just a few feet away from him, but says she hasn't seen him in almost 20 years.
"It's been a long time since school, so yeah, he was just a normal kid like everyone else. Everyone did dumb stuff in school," Strouphauar said.
Newswatch 16 tried to talk to Dohner's family, but they had no comment.
Dohner faces felony terroristic threats along with other charges.
Newswatch 16 also learned that Dohner does have a criminal record and faced similar charges back in 2012 and 2013.
For now Dohner is being held at the Schuylkill County Prison on $500,000 cash bail.
"That's a lot of money. Is it enough? I guess because he ain't going to get out now. He'll be in for a while," said Aungst.
