An independent monitor recommends lessening the NCAA penalties against Penn State that were put in place after the Jerry Sandusky sex abuse scandal.

George Mitchell, the independent Athletics Integrity Monitor for Penn State and former U.S. senator, recommended making Penn State bowl eligible this year and restoring full scholarships starting in the 2015-16 season.

Mitchell has been investigating the changes made by Penn State after Jerry Sandusky, the former assistant football coach, was arrested for abusing boys.

Penn State lost football scholarships, was banned from bowl games, and was fined $60 million.

Penn State issued a statement about the decision Monday afternoon while current and former players took to Twitter upon hearing the news:
