WILKES-BARRE-- Folks came out to an annual festival in Luzerne County.
The second annual Northeastern Pennsylvania Tattoo Arts Festival is taking place this weekend in downtown Wilkes-Barre.
Nationally known tattoo artists are on hand all weekend for those who want to get some new ink.
Other activities include live music, competitions, and seminars on painting and tattooing.
The festival runs through Sunday.
