EDWARDSVILLE — Two dogs left chained outside a pet store in Luzerne County earlier this week have been adopted.

Police say they identified the owner of the dogs who signed them over to the Luzerne County SPCA.

Officials say the two dogs are healthy.

The dogs were found early Wednesday morning, chained to a railing in Edwardsville with no tags.

The owner is expected to be cited for abandoning the dogs.
