WOODWARD TOWNSHIP — A man from Lycoming County faces charges today after police say he raped a child over a period of four months.
Police say Joseph Rankinen, 18, from Jersey Shore sexually assaulted the 4-year-old boy in Woodward Township, north of Lock Haven, Clinton County, between December, 2012 and April of 2013.
Rankinen’s bail was set at $75,000.
