SHENANDOAH — Two dogs were found locked in a cage and abandoned at a stripping mine in Shenandoah.
The pugs appeared to be very malnourished when crews came to rescue them.
The dogs will be taken to a veterinarian to be treated and evaluated.
The investigation into who abandoned the dogs in Schuylkill County.
