KINGSTON -- A police chief in Luzerne County has stepped down while his department is under investigation.
Kingston Police Chief Keith Keiper handed in his letter of resignation Wednesday.
The resignation comes as Kingston questions whether off-duty officers were paid under the table to provide security at Wyoming Valley West school events.
Chief Keiper went on paid administrative leave soon after the investigation began into the Kingston Police Department.
