SCRANTON -- The man who once headed a taxpayer-funded organization that helps educate special needs children is scheduled to plead guilty to theft charges Tuesday.

Fred Rosetti has pleaded not guilty at every court appearance since his indictment in February, but he is expected to say he did it.

Rosetti, the retired head of Northeastern Educational Intermediate Unit 19, was charged with fraud, theft, and money laundering-- thirteen counts in all. It was alleged Rosetti used N.E.I.U. money for personal expenses, that he had N.E.I.U. employees work at his home, and there was un-documented vacation and personal time.

As Newswatch 16 reported last month, Rosetti's lawyers and federal prosecutors cut a deal: Rosetti would plead guilty to only two of the 13 counts -- theft and mail fraud. He's agreed to go to jail for 12 to 18 months, and he has to pay back $120,000 dollars.

If Rosetti went to trial, and was found guilty of the most serious charges, he faced ten years in prison, and a quarter million dollar fine.

A judge still has to approve the deal.
