We now know that the house in Monroe County which was raided by the FBI Wednesday is owned by a man who was convicted back in the 90's for a scam involving therapy for aids patients.

The man at the center of the raid is Richard Harley of Shawnee on Delaware.

The FBI just raided Harley's home near Shawnee Ski Area outside East Stroudsburg.

According to court papers, a federal grand jury has indicted Harley of fraud.

Agents were taking box after box out of the man's home and loading those boxes into their vehicles.

Other agents were taking pictures of the scene.

Federal court papers say Harley defrauded investors and attempted to defraud financial institutions by claiming he owned ten million barrels of oil in Texas worth more than $700 billion.

Harley is also accused of trying to deposit two bogus checks worth $500 million into various banks in an effort to get loans.

Then for the past three years, Harley tried covering up his schemes by filing for bankruptcy.

Newswatch 16 went to Harley's home again to try to get his side of the story but no one answered the door.

Back in 1996 when Harley and Jacqueline Kube were accused of duping aids patients out of thousands of dollars, the couple ran "Lazare Industries" in Marshalls Creek.

Authorities claim they treated AIDS patients with enemas that were not approved by the government.

Now the FBI is pursuing new charges against him.

According to court papers, Harley is facing more than 100 years in prison on the fraud charges.

As for people living in the community, no one wanted to make any comment on camera, but off camera they told Newswatch 16 they are upset that their usually quiet community was at the center of an FBI raid.
