The Penn State University Board of Trustees did not vote to ratify the consent decree with the NCAA during a Sunday evening conference call.
Board members were supposed to cast their votes over the phone, but the board chairwoman says it's not clear if the board posted public notice of this meeting for enough days to meet legal requirements. Therefore, the board could not take any action nor accept any motions during this meeting.
Instead, the board listened to a presentation from President Rodney Erickson about his decision-making process in dealing with the NCAA.
