The Freeh report looking into the sex abuse scandal at Penn State University slams four senior officials at the Centre County school.

From the findings section of the report:

The most saddening finding by the Special Investigative Counsel is the total and consistent disregard by the most senior leaders at Penn State for the safety and welfare of Sandusky’s child victims.

Named in the investigation are Penn State President Graham Spanier, Senior Vice President Gary Schultz, Athletic Director Timothy Curley, and Head Football Coach Joe Paterno.

The report cites the grand jury presentment, noting that:

..there was no attempt to investigate, to identify Victim 2 or to protect that child or any others from similar conduct except as related to preventing its re-occurrence on University property.

The report details a long list of causes for the failure to protect child victims including avoidance of bad publicity, a failure of oversight by the Board of Trustees, a president who discouraged discussion and dissent, and “a culture or reverence for the football program ingrained at all levels of the campus community.”
